Added Station Group with Save button Validation

TMSS-255: added method get_target_observation_task_name_from_requirements_doc and use it to determine the main target observation. Then apply the constrains on the main target observation instead of on the assumend 'Observation'-called-task.

This does not work on dev machines but it does work for docker deployment.
A better solution needs to be found to work with both.
