Task #10079: manually copied parts of the QA package into LOFAR-Release-3_1. This allows us to roll out a new LOFAR-Release-3_1 on the scu with an extra QA_Service. The QA_Service hardly depends on anything, and doesn't require modifications to the rest of the lofar code. This makes this unusual manual merge acceptable. The rest of the QA code is not part of this release, and is not merged to this branch (yet). It runs isolated in docker containers on cep4.

Task #1703: added methods to read/write int vectors from/to wincc database. the boost python bindings compile, but cannot convert python list to std::vector and vice versa yet. That needs conversion routines like in https://gist.github.com/marcinwol/b8df949bf8009cf856a3

Task #11547: Remove stack size for PortBroker thread, as it broke on POWER8. The stack size is superfluous anyway on 64-bit systems.

SW-32: tried to merge https://svn.astron.nl/LOFAR/branches/SW-26_WinCC into trunk, but there was too much svn merge hell due. So, ended up merging the branch into trunk using meld manually. Additional fixes on manual merge.
