Task #8021: Changed CMakeLists.txt file to make use of new lofar_create_target_symlink() macro. Added <PACKAGE_NAME> to the name of the target created by lofar_create_target_symlink() to avoid multiple definitions of the same target across different packages.

Task #8021: Added new macro lofar_create_target_symlink(), which creates at build time a symbolic link from to the given target. This macro is needed, because CMake 3.x disallows the use of the LOCATION target property, and promotes a generator expression; however CMake < 2.8.11 doesn't know anything about generator expressions. The macro abstracts this difference away.

Patch out build breakage when using log4cxx .
