Task #9939: outputProc: always call setIOpriority(false) to raise IO prio to highest possible without having special privs. Hopefully, this is enough for DRAGNET; then we don't need CAP_SYS_ADMIN. In that case, we will still receive a WARN or ERROR from a subsequent setIOpriority(true).

Task #8691: Cobalt: add cap_sys_resource to list of capabilities. Used for setrlimit if we don't have cap_sys_admin.

Task #9939: Cobalt: refer send_state, getOutputProcHosts and gpu_load to rtcp.log_prop. Intention is to get rid of send_state log4cplus bogus WARN in (inspection plots filtered) log files
