The fail_save administration of TreeStatusEvents program is now in the database.

Task #8531: Added unittest for TreeStatusEvent daemon and updated MACScheduler to new getTreeGroup function.

TreeStatusEvent also runs and produces message. Here also the remaining work is in the test setup.

TreeService still needs some cleaning up since it also contains some test. These tests need to be move to a seperate test program.
