In order to have a smooth installation of the LCU-MAC software on the new RS512 test station some default values were added to some configuration files that get used during installation.

SW-695: Get the parset using getOTDBParset on scu001 to not depend on the messaging vs messagebus for RPC calls in docker.

SW-754: Do not write pycache files for station test, as it will be run as root and leave unmovable files for MAC_install

SW-699: added UsingToBusMixin, and (re)use that in all the ServiceMessageHandlers and some AbstractMessageHandler derivatives
