New test for usage output (jtagctl without arguments).

New infraCnn.Bin file. This file works after consuling with JTAG on 2006-05-04.

Update for epa2 plugin.

Implemented most of the EPA2 messages.

README.NANO describes how to patch the linux-2.4.21 kernel and ntp-4.2.0 to
achieve nano-second precise timing for the remote station LCU.
