SW-567: added and used TaskInfoCache for fast lookup of info needed to accept/reject tbb alert voevents. The TaskInfoCache preloads all current information upon start, and then resfreshes itself on task status events, so it's always up to date.

Task SW-539: implement decider for Alert that rejects test events and events happening in the past or more than half an hour from now

Task #10283 - Service responses are dict now. Added a very convoluted pipeline translation from spec to MoM spec, still fails validation on some attributes though...
