Task #8886: started the RAtoOTDBTaskSpecificationPropagator by making a copy of some resourceassigner code

Task #8887: made RAPublisher with initially one method notifyTaskSpecified, which sends EventMessages on the notification bus whenever the resourceassigner has doen something

Task #8887: moved strict resource assignement code into seperate module/class. Let the service use that class
