Task #10339: start transferring new job even while previous jobs are still finalizng (talking to slow MoM and/or LTA catalogue)

Task #10339: only connect to jobqueue when reading, so the messages are visible in the queue for other processes, like the jobmananger who waits until the queue is flushed before submitting a new job

Task #10339 and 10607: ltacp does not overwrite globus environment variables anymore, but expects them to be available in the environment (so other users like Jorg/Sander can use ltacp in their environment

Fix merge conflict on momqueryservice.py. Moved on trunk, but changed on this branch.
Solve by replacing the moved file with the changed file (thus, move the changed file over the moved file).
Careful checking of (JD's) changes shows this is correct; the changes are preserved.
Other moved files did not cause conflicts, since they were not changed.

Task #10339: remove export job from ingest queue if not found anymore in mom. resubmit messages for failing status updates.

Task #10339: split MoMQueryService into client and server part. Made LTAIngestAdminServer only dependent on MoMQueryServiceClient so we don't run an extra momqueryservice on the lexar3/4

Task #10339: it's not exactly clear what happened to the 2_20 branch, but many changes in LTAIngest from 2_19 were lost. Did a manual merge from 2_19 branch into this 2_20 branch for LTAIngest and SAS/DataManagement

Task #10339: applied patch from 2.19: when setting status and message, set status first and then message, otherwise mom can't handle it.
