SW-164: moved cpack related code from function lofar_add_package to macro lofar_package, because the macro lofar_package is the actual lofar-cmake definition of a package.

SW-164: AUTOREQ is a nice feaure, but it also detects 'packages' like casa, for which we do not have rpm's (yet). So currently disabled

LSMR-20: made migrate_momdb_to_lsmr.py executable. added it as bin script to cmake. use DBCredentials module for mom credentials
