Bug 1364: Fixed and added a heuristic test for duplicate timestamps. Also removed metams tool and related sources. The metams tool is superseded with the makevds/combinevds tools from CEP/MS

* Added APLCommon to the CMake build.
* Use of INCLUDE_PATH_SUFFIX is now optional.
* Removed EXCLUDE_FROM_ALL from add_subdirectory(test).

so the inteface should not change.

 - When a command (don't care which) has 3 errors in a row it is set to FAIL for one second and than clear from the command queue.
 - RCU and HBA commands never occure in the same second again. The one who comes first gets the I2C bus the other commands postpones itself until the bus is free again.

added macro TEST_SHOW_VERSION to print version if -v or -vv is given

- LofarPackageVersion: use of ${pkg}_INCLUDE_PATH_SUFFIX is now optional, 
    it takes precedence over ${pkg}.
- LofarFindPackage: use add_definitions() for values of ${PKG}_DEFINITIONS.
