Task #10784: Renamed claim status "claimed" (ID 0) to "tentative" and claim status "allocated" (ID 1) to "claimed" in both Python code and  database creation/allocation scripts. Successfully verified that all unit tests that originally passed still pass, and that those that originally didn't pass, don't give new errors.

Task #9939: RA: fix filename generation for CS+IS. Change db prop types: effectively a revert of adding 2 new types + rename id 14: nr_of_tabs to nr_of_cs_parts.

Task #9939: RA DB sql: remove earlier added DRAGNET max fill percentage. Rename CEP4 max fill percentage to a ratio

- Add DRAGNET max fill percentage to statics
- Add DRAGNET cluster resource description to python create virt instrument sql script
- Rework: create virt instrument sql script:
-- Remove TODOs and magic values, replaced by real resource capacities + comments how derived
-- All IDs are defined once and then referred by name
-- Add a few checks
-- Add NOTE that already assigned IDs can not be reused / shifted as long as used in operations
- Add new version of generated virt instrument sql script

Potential caveats:
- a few resource names have been renamed from 'bandwidth' and 'storage' to something less generic
- resource_group_to_resource_group: parent_id of LOFAR (root) is itself (0) instead of NULL
- resource_group_to_resource_group: some entries have been reordered (for sure not an issue)

Task #9309: added conflict_reasons, task and resource_claim relations. Added initial storage and bandwith set of conflict reasons. Added triggers to ensure db consistancy on task and resource_claim conflict status

Task #8570: renamed dir from ResourceAssignmentDatabase to ResourceAssignmentDatabase.from_branch_to_prevent_svn_conflict to prevent svn EvilTwin merge conflict. Rename back on trunk.

Task #8570: added tables resource_allocation.resource_claim_property_type and resource_allocation.resource_claim_property as replacement for nr_of_parts. Added view resource_allocation.resource_claim_property_view
