TMSS-322 Fix failing of 'bare ctest' (unittest t_tmssapp_specification_REST_API) which was not detected by git pipeline.

TMSS-000: bug fix, the integration tests did not run because of a missing 'needs' dependency, and hence the artifacts were not passed along.
