Task #9893: Fixed test after merge: do not need lofarinit.sh (or make install) for Cobalt integration tests anymore

Task #9939: fix and extend tstartBGL test. Also reduce sub-test timeout from 30s to 20s to keep total max timeout the same. Supplements r37508. Test now passes on cbm009 and covers the DRAGNET case in cobalt_functions.sh.

Task #10690: Use a fixed directory for $LOFARROOT/etc/parset-additions.d/override, and thus also removing it from the installation

Task #8691: Cobalt: add cap_sys_resource to list of capabilities. Used for setrlimit if we don't have cap_sys_admin.

Fix merge conflict on momqueryservice.py. Moved on trunk, but changed on this branch.
Solve by replacing the moved file with the changed file (thus, move the changed file over the moved file).
Careful checking of (JD's) changes shows this is correct; the changes are preserved.
Other moved files did not cause conflicts, since they were not changed.

Task #8691: bug fix wrt tar errors from changing metadata on /opt (DESTDIR) in Dragnet activate script. The -m option is not enough: it's not only about timestamps, but also about rwx access.
