Problem resided in navFunct, the list was only altered if observations were added, not when they were removed

the LBLinputs of the RCU's are used. 
They are switched off when the inouts are not used anymore.

Moved RCUmask_t from LofarConstants to a new file StationDataTypes.cc in LCS/ApplCommon.
Also defined mask-types for subbands, beamlets and antenna's.

bug 1362: removed partition from startBGL/stopBGL command line, since it is provided from /opt/lofar/etc/BlueGeneControl.conf

bug1459: removed the Scheduler.projectname key. The project info is now fetched from the campaign info.
