This is actually not a test but rather a small tool that allows to spot
inconsistencies in the OTB DB.  For instance will illegal time-stamps cause an
exception to be thrown which in turn will abort the program.  Served me well
when I debugged ROHD-1079.

Task #8721: SW-280: processed review comment: added some tests for the scraper Location class. made some minor changes to the scraper module. Not going to do a full refactoring; I agree some methods in scraper.py are too big, but they are self contained and not part of a public API. So it's good enough for now.

Task #10079: manually copied parts of the QA package into LOFAR-Release-3_1. This allows us to roll out a new LOFAR-Release-3_1 on the scu with an extra QA_Service. The QA_Service hardly depends on anything, and doesn't require modifications to the rest of the lofar code. This makes this unusual manual merge acceptable. The rest of the QA code is not part of this release, and is not merged to this branch (yet). It runs isolated in docker containers on cep4.
