Story LSRT-60: Fixed a bug in Responsive Telescope where some observations go to conflict incorrectly.

LSRT-16: improved logging. do log rad queries as they contain lots of information. Made distinction in the way a BasicScheduler and other schedulers handle a ScheduleException (rollback vs commit).

Task LSRT-15: Tasks without a mom id are now seen as non killable and does not cause an exception. Reservations and maintenance tasks do not have a mom id.

Task #11049: Added more tests and comments. Throw exception if an unknown resource group is specified.

Task #11049: Split off station search into separate scheduler class, some minor cleanup as a result.

Task #9893: Now using radb.get_overlapping_claims() instead of the non-existing radb.get_conflicting_overlapping_claims()

Task #10780: Processed review comment. Didn't merge from task branch 10780 to epic branch. Manually changed epic branch instead.

Task #10948: Renamed assigment.py to resource_assigner.py, and revived unit tests for ResourceAvailabilityChecker (one test still requires discussion, see TODO). Currently working on unit tests for ResourceAssigner itself.

Task #10780: Added Jan David's implementation of the schedulers to the project and set up part of its unit test skeleton
