Task #8651: ObservationStartListener: fix 'make install' error on systems with python 2.4. Ugly hack is deliberate: 1. I cannot afford to waste even more time on compat w/ ancient software installs and broken python version detection logic, and 2. as a protest against this terrible practice; let's fix the right problem.

Task #8488 The output keyword replacement is now done with regex. This fixes the problem of the keyword being only a part of the expression. Another fix is implemented so that the flags list can now have an output keyword as its only element.

Task #8444: Allow binding SocketStreams to specific network interfaces, and add the required capabilities (CAP_NET_RAW) plus the infra to provide lofarsys with the proper rights to do so.

Task #8444: Let getSocketPort return 0 instead of -1 if port could not be determined. This makes code a bit easier.

Task #8523 Included every value from the config parser object in the input dictionary. This means every value from the pipeline.cfg is available in the "input" dictionary and also in dictionaries with the respective section name.

Task #8440: changed the srun command so that the regressions tests work on cep3. more tests are needed but its looking good.
