TMSS-139: used TMSSTestDjangoServerWithPostgresInstance and plain old unittest... 

TMSS-139: used TMSSTestDjangoServerWithPostgresInstance and plain old unittest framework to setup/teardown a fresh tests database and django server for each module/class/function-test. Fixed a number of tests. sharing code with team for furter fixing via git.
