Task #3131: Added new bbs_reducer recipe, which is supposed to replace the 'old' new_bbs recipe. Note that the bbs_reducer recipe does NOT (yet) support running BBS itself distributed. In other words, the bbs_reducer recipe cannot be used if global solves need to be done.
