constraints.py

TMSS-2580: implemented bugfix for the ignored unmet constraint(s). Always include a constraint, even when unmet with a score of 0, and wipe the possible starttime. Always check if the calculated earliest/optimal/weighted starttime is actually runnable under the given constraints.
