GetStatsCmd.cc

The biggest impact of this change is that the configuration files are read in
only once by the RSPDriver class. The Station related information is stored
in a StationSettings singleton that is used by all other classes to get the
information on the station.
The -I option of the RSPDriver, CalServer, BeamServer and rspctl do not work
yet because of problems in the GCF layer. Has to be changed first.
