Task #7891 Copied LTAIngest as is from https://svn.astron.nl/Operations/branches/task7891/LTAIngest/ and added it under LTA as lofar_package. Added CMakeLists.txt and tested the build and installed output. This revision acts as the starting point for future LTAIngest development/refactoring, thus making the version in Operations obsolete
