- cleaner solution for property copying to avoid shallow copy issue during claim merging
- clean up assigner core doc comments
- collapse estimates before assigning if resource count is 1 (e.g. CEP4).
- rename makeClaims() to makeClaim()
- add function docs to some new functions
- remove TODO comments that were solved or decided to be skipped
- remove setting specific mom ids for specific otdb ids for testing (shouldn't have been committed in the first place)
