    TMSS-849: removed the strange 'can_proceed' and onSchedulingUnitBlueprintCannotProceed code which did not belong in the tmssapp. Made the workflow proceed to the next step when observing is done, not when both observing and processing is done. Reshuffled code. Caveat: this make the workflow code a bit more clean and robust, but it's far from optimal yet. Expecting more (race)conditions to pop up during commissioning
