Feat/change surf webdav port

  • Change surf webdav port to 2883. TODO: also change it in the django admin.
  • We should get the replace strings from the LTASite objects instead of hardcoded. In preparation for this, convert_surl_to_webdav is moved to surl_utils to prevent circular import errors.
