Add "create call" button to cycle list

Added a 'Create call' button in the cycle list. This button will navigate to the 'Create Call' page with the Cycle prefilled. I did not change the page itself (i.e., make the cycle a dropdown instead of a textfield.) Also, the top level 'create button' was hardcoded to cycle 1, now it just passes 'new' to the page so that the cycle will not be prefilled.
