Edit proposal targets

Robbie Luijben requested to merge SDC-1220/target-selection-screen into main

Added a TargetList component with an editable table. Features:

  • Display proposal targets
  • Add new targets
  • Delete existing targets
  • Edit existing targets
  • Resolve a target name to the correct ra/dec format
  • Save the final result to the backend

Caveats:

  • No error/success messages yet
  • No focus on newly added elements
  • Need to catch up on testing
  • No validation feedback
