SDC-307 Cern dlaas notebook

Implements connecting to ESAP from the DLaaS notebook. It uses the authstate from the user endpoint from the JupyterHub API. This only works for modified version of the JupyterHub which make tokens available to all users (by default this is only enabled for admins).
