AST-1508 Avoid parallel cfitsio builds on CI

Sometimes, cfitsio builds in spack fail. The log then shows that a single file is compiled two times, probably in parallel, which yields errors. Although this is probably a bug in cfitsio, disabling parallel builds is an easy workaround.
