Adjust calibrator target flux for flux scale

This MR allows the target flux for calibrator selection to adjust automatically when the overall flux scale is off (which often happens when the bandpass is applied to the target data in the LINC pipeline, due to beam model inaccuracies). This adjustment keeps the target flux from being effectively higher (or lower, though this is less common) than intended. A few other unrelated tweaks/fixes were also made.
