Add a script to break down and plot the time of rapthor operations

Adds a script that parses logs/rapthor.log to extract timing information and produces a plot as seen on https://support.astron.nl/confluence/display/SDCP/Rapthor+timing+benchmarks

Can be run as python plot_rapthor_timing.py rapthor.log.
