Remove BDA when not used/supported

David Rafferty requested to merge RAP-698_remove_bda_when_not_used into master

This MR addresses RAP-698 by removing baseline-dependent averaging (BDA) from the DDECal steps when it is not needed.

A check on the input MS files was also added to detect files with irregular frequency structure; when detected, BDA is disabled as it is not supported for such files.
