Merge MS based on channel frequencies instead of reference frequency

#11 (closed) revealed a bug where, for example, a set of LINC output that was fully regular according to DP3 would not survive the concatenation. Only the first chunk was taken and dummies inserted for the rest. This MR updates the dummy insertion to work based off of channel frequencies instead of just the reference frequencies.
