Add distance limit to calibrator selection

This MR addresses RAP-452 by adding a distance limit to the calibrator selection criteria. A new strategy parameter (max_distance) was added that sets the maximum distance from the phase center that a DDE calibrator can have. This limit helps to exclude sources for which calibration my be problematic due to strong beam effects at large distances, especially in the earlier cycles of self calibration.
