Added workflow for the FE pipeline

Added workflow for the FE pipeline including corresponding CWL steps and script creating the diagnostic plot for the FE observations. The workflow collect info about all station beams in the observations and calls the Pulsar Folding workflow as subworkflow and then creates overall diagnostic plot that compares S/Ns between all stations.
