Fixed interval Rapl

This MR deactivates the recently added 'Custom Dump Interval' feature for the RAPL backend and restores the previous behavior of fixed dump intervals, as in older versions. The custom dump interval functionality introduced unforeseen issues specific to the RAPL backend, necessitating a rollback to maintain stability and compatibility. By reverting this feature for the RAPL backend, we ensure a consistent and reliable dump interval experience for RAPL users.
