Automatic facetselfcal settings for delay calibrator

This branch adds a couple of steps and features with the goal of improving the facetselfcal settings for the delay calibrator

  1. A phasediff score is calculated for the potential calibrator, along with a scalarphase solve
  2. This is used to set optimal solint and smoothness for international stations
  3. The image_catalogue.csv is used to determine whether the source is bright enough for a bandpass solve or whether there are nearby sources that necessitate a phaseup of the core

This branch does add some new requirements for the delay-calibration.cwl workflow and changes phaseup-concat.cwl substantially.

It could be worth creating a new sub workflow just to work on the delay calibration itself.
