Fix antenna constraint in idgcaldpstep

Bas van der Tol requested to merge fix-idgc-cal-antenna-constraint into master

The antenna constraint in the Rapthor based idgcaldpstep was accidentally applied to all parameters stead of only to the fast varying parameters. This MR modifies the application of the constraint such that only the fast parameters are affected.
