Update LOFAR coordinates in idg-utils

Add a script to parse the LOFAR etrs files, and write the station coordinate files that IDG needs to initialize realistic UVW data. The most recent etrs data is used and the order of stations has changed, hence the differences in LOFAR_lba.txt and LOFAR_hba.txt. Additionally, coordinate files for AARTFAAC-{6,12,24} are added.
