Wideband version of idg-cal

Bas van der Tol requested to merge ast-284-integrate-wideband-idg-cal into master

Add capability of solving over multiple channel groups simultaneously to the idgcaldpstep. A linear (in wavelength) constraint can be applied to the phase solutions.
