AST-792 Simplify local testing

Maik Nijhuis requested to merge ast-792-pytest-fixes into master

Move environment settings to more logical spots. Add RUN_SERIAL where needed.

The newly updated instructions on https://confluence.skatelescope.org/display/SE/Getting+started+-+Software+setup work after applying these changes. Using and testing IDG has become a little easier.
