AST-668 Cache docker images using gitlab registry

Store the 'base' and 'integration' docker images in the gitlab registry, so pipelines can reuse them.

Apply the strategy to both SKA and Astron: Separate prepare jobs are no longer needed.

After merging, we can remove the scheduled run for master @ Astron, that mainly fills the docker cache.
