Add PMT plugin

PMT, or power measurement toolkit, is a library meant to armonize multiple power sensor infrastructures such as rapl, nvml, powersensor etc. In this merge request a new plugin for dool manages to interface with PMT providing a way to collect also power readings from different sensors.
