Add create-antennafield.py

This script creates antenna field configuration files, like A12-AntennaField.conf.

Note that since AARTFAAC is LBA only, the HBA fields are filled with zeros. This ensures that the file format is equivalent to the file configuration file used as reference, even though aartfaac2ms doesn't read the HBA data anyway.
