Draft: Added step to generate coordinates of delay calibrator.

This step adds steps/copyST_gains.cwl to the pipeline. This step takes the solutions from steps/delay_solve.cwl and copies the super station solutions (ST001) to all core stations. It does this using the scripts/gains_toCS_h5parm.py script, which has been repurposed from the genericpipeline VLBI implementation.
