Update default delay calibration config

Opening this MR for testing and discussion. This updates the default facetselfcal strategy used for delay calibration to solve phases for the international and remote stations separately. It improves stability and quality of the self calibration by exploiting that we can use a much higher smoothenss constraint on the remote stations as the phases don't wrap nearly as quick for them as for the international stations.
