RAP-657 LINC highres

Matthijs van der Wild requested to merge RAP657-linc_highres into master

This MR enables the user to skip the setup and sort-concatenate-flag workflows. The intended use case is that the user has access to high-resolution MeasurementSet data that has been processed by LINC in its upcoming VLBI support mode. The changes were tested with 30 MSs from an 8-hour observation.
