Restructured the sorting and concatenating of subbands.

This MR takes the output measurement sets from dp3-phaseup and concatenates them in a similar way as the concatenation workflow. The old workflows/sort-concat.cwl has been adjusted to make it easier to run concatenation jobs with different input parameters.
